The West Virginia Office of Energy is excited to announce the Department of Energy funded the Home Energy Rebate Programs, which consists of two rebate programs: the Home Efficiency Rebates (IRA Section 50121) and the Home Electrification and Appliance Rebates (IRA Section 50122).
- Home Efficiency Rebates (HER) will provide funding to reduce the initial cost of energy efficiency upgrades in both single-family and multi-family homes.
- Home Electrification and Appliance Rebates (HEAR) will provide funding for high-efficiency home appliances and equipment in both single-family and multi-family homes.

These historic funding streams will bring approximately $88 million to West Virginia residents to install energy-efficient technologies and perform upgrades to existing structures that will help cut down on energy costs.
Status Update:
The State of West Virginia’s application has been approved by the Department of Energy and the West Virginia Office of Energy has received implementation funds as of January 17, 2025. These funds are not yet available for disbursement, but should be in the coming months. Participant Eligibility:
To apply, households must provide various pieces of information. Applicants should live in a dwelling unit in West Virginia as their primary home address and must complete an approved energy efficiency upgrade under the Home Efficiency Rebates or Home Electrification and Appliance Rebates programs. Additionally, the incentive amounts for West Virginia’s Home Energy Rebates are linked to the household’s income level. Interested participants should begin organizing this information promptly.
Required Household Eligibility Documents:
- Proof of Identification (West Virginia Real ID, Driver’s License, or U.S. Passport)
- 2 Proofs of Residency (e.g., utility bills, government-issued documents — two forms from two separate sources, dated within the last three months)
- Proof of Ownership (deed, property insurance document, or tax record)
- Proof of Rental Authorization (Landlord Authorization Form)
- Proof of Income for Income-Based Rebates only (e.g., W-2, pay stub, 1099, 1040)
Wages Earned/Tax Documents:
Please be ready to provide documents for all sources of income from the previous year.
- Pay Stubs — Documentation outlining your pay within the past 60 days.
- W-2 — Documentation for seasonal or salaried employees to demonstrate income from the previous calendar year.
- Federal Tax Return — Provides an overview of your income from the past year. Please redact (remove, black out, etc.) your Social Security number as it is not needed for this program. A 1040 will also work as an acceptable form of documentation.
- Self-Employment Income — If you are self-employed, please provide tax documentation from the past year.
- Proof of Unemployment — Through an income statement or benefit letter.
Submitting this information when prompted will help you move through the review process.
Categorical Eligibility:
West Virginia will also consider categorical eligibility during the income verification process. If at least one member of your household participates in one of the programs listed below, you can use a benefit letter to qualify. Applicants who decide to use WAP, WIC, and ALICE may need to provide additional information to verify eligibility.
