The West Virginia Office of Energy is excited to announce two new rebate opportunities funded by the U.S. Department of Energy: the Home Efficiency Rebates (IRA Section 50121) and the Home Electrification and Appliance Rebates (IRA Section 50122). These programs aim to lower upfront costs for energy-saving upgrades in West Virginia homes.
- The Home Efficiency Rebates (HER) program will help lower the cost of whole-home energy efficiency upgrades (such as insulation, air sealing, and heating or cooling system improvements) for both single-family and multi-family homes.
- The Home Electrification and Appliance Rebates (HEAR) program will support the purchase and installation of high-efficiency appliances and equipment (such as heat pump water heaters, induction stoves, and electric dryers.

Together, these programs will bring approximately $88 million in federal funding to West Virginia, helping residents make lasting home improvements that save energy and improve comfort.
Current Status:
The State of West Virginia’s application to the U.S. Department of Energy has been approved, and the West Virginia Office of Energy received implementation funding on January 17, 2025. While these funds are not yet available for disbursement, programs are actively being developed. Next steps will be announced soon. Public Information Webinar:
Join us on July 30 at 2:00 PM for a public information session about the state’s Home Energy Rebate Programs. This webinar will include important announcements, including launch dates for contractor enrollment and consumer participation. We will also provide a general overview of how the rebates will work, what upgrades are eligible, and how West Virginians can prepare to apply.

Contractor Participation:
The West Virginia Office of Energy encourages local contractors, electricians, HVAC professionals, and weatherization specialists to get involved in this statewide initiative. Participating contractors will play a vital role in helping homeowners access rebate-funded energy upgrades.
To participate, contractors are encouraged to complete the Certified Energy Contractor training, which covers program requirements, installation standards, documentation procedures, and more. After certification, contractors will be listed in a closed network of certified providers and are eligible to perform rebate-qualifying work.

Participant Eligibility:
To be eligible for either rebate program, applicants must live in a West Virginia residence that serves as their primary home and complete an approved energy efficiency upgrade. Applicants will also be asked to submit documentation verifying identity, income (if applicable), and proof of residency or home ownership.
Required Household Eligibility Documents:
- Proof of identification (West Virginia Real ID, driver’s license, or U.S. passport)
- Two proofs of residency (e.g., utility bills, government-issued documents — two forms from two separate sources, dated within the last three months)
- Proof of ownership (deed, property insurance document, or tax record)
- Proof of rental authorization (landlord authorization form)
- Proof of income for income-based rebates only (e.g., W-2, pay stub, 1099, 1040)
Wages Earned/Tax Documents:
Please be ready to provide documents for all sources of income from the previous year.
- Pay Stubs — Documentation outlining your pay within the past 60 days.
- W-2 — Documentation for seasonal or salaried employees to demonstrate income from the previous calendar year.
- Federal Tax Return — Provides an overview of your income from the past year. Please redact (remove, black out, etc.) your Social Security number as it is not needed for this program. A 1040 will also work as an acceptable form of documentation.
- Self-Employment Income — If you are self-employed, please provide tax documentation from the past year.
- Proof of Unemployment — Through an income statement or benefit letter.
Submitting this information when prompted will help you move through the review process.
Categorical Eligibility:
Households with at least one member participating in certain federal or state benefit programs may qualify automatically through categorical eligibility. In this case, applicants may use a benefit letter as part of their application. Applicants who decide to use WAP, WIC, and ALICE may need to provide additional information to verify eligibility.
