The Home Efficiency Rebates (HER) program helps West Virginia residents save money on major energy upgrades that improve the comfort, safety, and performance of their homes.
Whether you’re upgrading insulation, replacing outdated equipment, or installing a heat pump, this program can help cover the cost. Rebates are available to households of all income levels, and the more energy your project saves, the more this program will cover.

How the Program Works
- Residents apply for household qualification
- Certified energy auditors visit the homes to assess opportunities for energy savings
- Based on the results, residents receive a customized plan of recommended improvements
- Certified energy contractors work to complete the upgrades
- Residents receive the rebates based on two things:
- Household income relative to your county’s Area Median Income (AMI)
- The projected energy savings from your approved upgrades

This is a whole-home approach, designed to improve how your home performs as a system.
Eligible Upgrades
The HER program supports upgrades that improve your home’s energy performance, from heating systems to insulation and ductwork. Your energy auditor will help identify which upgrades make the most sense for you.
Common eligible upgrades include:
- Heat pump installations
- including heat pumps for heating, cooling, and water heating
- Gas equipment upgrades
- including high-efficiency gas furnaces, boilers, and water heaters
- Weatherization improvements
- such as insulation, air sealing, and duct repair or replacement
All upgrades are tailored to your home’s needs and must be completed by certified professionals.
Rebate Amounts
These rebates are available to households of any income. For HER, your rebate amount(s) are determined by your household income relative to your county’s Area Median Income (AMI) and your total expected energy savings.
Rebates through the Home Efficiency Rebates program are based on two things:

Households of all income levels can qualify, but higher rebates are available for those earning less than 80% AMI. You can look up your county’s AMI on the U.S. Department of Housing and Urban Development database or by downloading our AMI calculator.

Example: A household earning below 80% of their county’s AMI that achieves 36% energy savings could receive up to $20,000 in rebates.
Household Participation
To get started, households will need to submit their household qualification and application. The Regional Implementation Partner representing your area will be available to answer any questions you have throughout the process.
Before you begin your project, you’ll need to complete a short household qualifications form to confirm your eligibility for the HER program.
You may qualify if you:
- Live in a home in West Virginia
- Want to complete energy-saving upgrades
- Can provide documentation for income, residency, and ownership or rental
Renters are Welcome!
You don’t have to own your home to participate in this program. If you’re a renter in West Virginia, you can still apply, as long as your landlord agrees to the upgrade.
Here’s how it works:
- You apply for household qualification, just like any homeowner
- If you’re approved, your landlord must sign a simple authorization form that allows the installations to happen at your rental unit.
- The upgrades must meet the same eligibility criteria as homeowner projects and be completed by certified contractors.
Landlord Agreement Requirements
To protect renters, landlords must agree to:
- Not raise your rent for two years as a result of the upgrades
- Retain all responsibility for the property and the upgraded equipment
- Allow access for contractors to complete the improvements
Once you’re qualified, your area’s Regional Implementation Partner will guide you through the next steps, including:
- Reviewing eligible upgrades
- Connecting you with a certified contractor
- Helping you submit paperwork for your rebate
Already completed a home energy upgrade?
You may still be eligible for a rebate, even if your upgrades are already underway or completed.
If you received an energy audit using Snugg Pro software within the past 12 months, your project may qualify retroactively. The audit must meet program requirements, and your upgrades must align with eligible improvements under the HER program.

- Scheduling your home energy assessment
- Reviewing eligible upgrades
- Connecting you with a certified contractor
- Helping you submit paperwork for your rebate
