Eligibility

Before you get started, you’ll need to confirm that your household is eligible for West Virginia’s Home Energy Rebate Programs. Eligibility is based on where you live, the type of upgrades you’re making, and your household income.

Who Can Apply

  • Live in a home in West Virginia as your primary residence
  • Can provide the required documentation for income, residency, and ownership or rental

Both homeowners and renters are welcome to apply. Renters will need landlord authorization.

Required Documents

When you apply, you’ll be asked to provide documents that verify your household information. Having these ready will speed up the process.

Proof of Identification (one of the following):

  • West Virginia Real ID or Driver’s License
  • U.S. Passport or Passport Card
  • Permanent Residency Card

Proof of Residency (two forms from different sources,
dated within the last 3 months):

  • Utility bills
  • Motor vehicle registration or documentation
  • Government-issued documents (federal, state, or local)
  • Employer or school records

Proof of Ownership (for homeowners):

  • Settlement or mortgage statements
  • Property deed or tax documents
  • Homeowner’s insurance documents

Proof of Rental Authorization (for renters):

  • Rental lease agreement
  • Landlord/property management authorization form
  • Low-income tenant protection form (if applicable)
  • Landlords must also provide proof of ownership

Proof of Income:

  • Most recent tax documents (1040, W-2, or 1099)
  • Two recent pay stubs (within 60 days)
  • Pay statement showing year-to-date (YTD) earnings
  • Other accepted forms: unemployment benefits, Social Security, VA award letter, child support documentation

Income Eligibility

Rebate amounts are based on your household income compared to your county’s Area Median Income (AMI).

Low-income households may qualify for rebates covering up to 100% of project costs.


Example: A household in Kanawha County earning 70% AMI may qualify as low-income. This means their rebates could cover up to 100% of project costs, with no out-of-pocket expense.

Categorical Eligibility

Households with at least one member participating in certain federal or state benefit programs may qualify automatically through categorical eligibility. In this case, applicants may use a benefit letter as part of their application. Applicants who decide to use WAP, WIC, and ALICE may need to provide additional information to verify eligibility.
