Potential County County Revenue from Data Centers
Under HB 2014, West Virginia counties receive 30% of the tax revenue generated by a high-impact data center.
The West Virginia Office of Energy has developed estimates of the potential annual county revenue associated with a 1 GW data center operating without a microgrid. Revenue varies based on county levy rates, including whether a county has excess levies in place. The calculations shown are based on 2025 levy rates and county budgets, as well as industry-standard investment assumptions for a 1 GW data center.
The first two images illustrate how differences in county levy structures can affect the estimated annual revenue generated by a data center. The third image provides a statewide analysis of estimated annual revenue for all 55 West Virginia counties.
